RICHARD H. CARTER
Past President
1966-1967

Richard H. Carter’s service to the Glen Burnie Volunteer Fire Department began after taking part in the successful fund drive to provide ambulance service to the area. He trained in First Aid to be an ambulance driver and also trained and worked in fire suppression. He served as Lieutenant and Captain in suppression and as Treasurer, Board Member, and President on the administrative side of the company. He was a life member.

Richard was active in the Anne Arundel County Volunteer Firemen’s Association. He served as Treasurer from 1957-1964 and President from 1966-1967. He was inducted in the Hall of Fame in 1997.

Richard was also active in the Maryland State Firemen’s Association. He served as President from 1972-1973. He was inducted in the Hall of Fame in 1989.

Richard joined the Glen Burnie Improvement Association in 1948. He served as Financial Secretary for 28-years, Treasurer for 10-years, Assistant Treasurer of the Glen Burnie Carnival for 16-years, and Treasurer of the carnival for 10-years. He also worked several other aspects of the carnival and took part in other Glen Burnie Improvement Association activities including their 50th Anniversary Celebration, the U.S. Bicentennial Parade, and the Glen Burnie Centennial activities. He remained an active member until his death on 15 June 1990 at the age of 64. Each year, the Richard H. Carter Memorial Award is given honoring Glen Burnie’s outstanding volunteer.

Some of Richard’s other interests were in fundraising for the establishment of North Arundel Hospital, Community Players, Community Beautification, Memorial Day Parade, and activities for Glen Burnie youth. He was also a faithful and active member of St. Alban’s Episcopal Church all his life, serving as Vestryman, Treasurer, and Senior Warden. He especially loved the Sunday School and one of his last activities was heading up the celebration of the Sunday School’s early days.

After some years as a salesman, Richard went to work for the State of Maryland in 1960 and remained with them until his retirement in 1987. His last post was as Assistant Secretary of Agriculture. He enjoyed his work and through the years was constantly striving to make sure that the State departments he worked with were providing citizens excellent service. In keeping with that goal, he worked to nominate and elect worthy candidates for State, County, and Federal offices, mainly through the Anne Arundel County Democratic Central Committee. He served two four-year terms with that Committee and was honored with their Hall of Fame award shortly before his death. His State service was recognized by the North Arundel Jay Cees when they selected him as “Outstanding Civil Servant” in 1967.

Aside from his employment and volunteer work with organizations, Richard was a devoted family man and could always take time to help with school activities or family projects. He also made time to take classes at Anne Arundel Community College to keep abreast of new business methods or indulge his love of history. He was a modest man. Not seeking recognition for his contributions, only expressing his love of people and of Glen Burnie in the best way he knew how.
