Jesse was a member of the Water Witch Hook and Ladder Company in Annapolis City from 1907-1962. He served as Chief for many years. He served as Assistant Fire Marshal to the Annapolis Fire Department from 1918-1926. He served as Chief Fire Marshal of the Annapolis Fire Department from 1926-1952. Jessie furnished the people of Annapolis with the first ambulance service. He organized the United States Naval Academy Fire Department. He was one of the main factors in establishing the Fire Service Extension at the University of Maryland.
On 1 March 1929, a meeting was called of all volunteer fire companies in Anne Arundel County. Jesse was elected chairman. At that time, the first legislative act was drafted, paying each company $2,000.00 for maintenance and one chauffeur for each company at $100.00 per month. The companies were again called together on 7 March1930, to consider a problem confronting one of the companies. Jesse again served as the chairman. Representatives present adopted the following resolution:
That the fire companies of Anne Arundel County represented here tonight pledge protection for each other against amalgamation of fire companies with organization other than organized for fire protection and from unfair attacks from other sources.
Those key words have become the cornerstone of today’s Anne Arundel County Volunteer Firefighter’s Association, and remain as the pledge of protection as incorporated in the Constitution and By-laws of the Association.
In honor and tribute to him, each year the Jesse Fisher Trophy is awarded at the annual convention. Chief Fisher was instrumental in the formulation of formal fire service training statewide. Jesse was inducted in the Anne Arundel County Volunteer Firefighter’s Association Hall of Fame in 1997.
Jesse was also active in the Maryland State Firemen's Association and served as President from 1932-1933. He was inducted in the Maryland State Firemen's Association Hall of Fame in 1979.
Jesse served as Alderman to the County Council for the City of Annapolis from 1923-1948.
Jesse’s life was devoted to the volunteer firemen of the City of Annapolis and State of Maryland, for saving of life and property. His wise counsel was available to all. When he died, it was noted our fire department today stands as a monument to his leadership.
