The Anne Arundel County Fire Department regretfully announces the passing of Retired Deputy Chief of Operations Burton W. Phelps. Chief Phelps served the citizens of Anne Arundel County from 1966 until his retirement in 1990. He continued to serve the citizens of the County as a member of the Baltimore Regional Type III Incident Management Team and was a long-time distinguished Instructor at the National Fire Academy where he helped craft many of the courses used to train fire officers across the Nation. Chief Phelps' contributions were immense and he was instrumental in laying the foundation that this Fire Department rests on today.
